If you can't turn off the electric to the area, you need to unplug all electronics before you begin working. Get Rid of the Water

If you have a lot of standing water, consider renting a sump pump to get the water out of your house. Alternatively, you can also use a wet/dry vac if the water levels aren't too high. Just make sure to plug the vacuum cleaner into an extension cord that's run from another room. Also, be careful working your way through the room. You don't want the extension cord running through water. It could short it out. If you've completely lost power to your home, grab a few buckets. Fill the buckets with water and pour the water down the nearest drain.

Dry the Area

After the water is removed, use a combination of fans and dehumidifiers to dry the area completely. Be sure to open the windows too so that the air can circulate. If the water damaged drywall, you'll need to replace the affected portions of drywall completely.

Disinfect the Area

Once the area is completely dry, disinfecting it is a good idea. This will remove any bacteria that's found it's way into your home, and hopefully, prevent mold and/or mildew growth. Make sure you use a powerful disinfectant that is non-toxic to scrub down the walls and any furniture that isn't upholstered.
